feat(kebab-cli): p9-fb-23 task 8 — --force-reingest flag

Adds `--force-reingest` to the `ingest` subcommand and wires it
through `IngestOpts` into `ingest_with_config_opts`, bypassing the
per-asset early-skip path when set.
